Introduction 

On December 1, 2010 the seminar on Civic Driven Change and Policy: "Did Civic Driven Change fall off the Paris agenda?" has taken place in Brussels, Belgium. Context and Broederlijk Delen, in collaboration with Cordaid, HIVOS, ISS, Social Evaluator and the Dutch Ministry of Foreign Affairs, have organised this seminar to share views and experiences on citizen-led change processes and reflect on the interface with established policy frameworks. This seminar was part of a process organised within the framework of the Development Policy Review Framework (DPRN).
